Strategic Rail Authority chairman Richard Bowker, today: "This Strategic Plan marks a line in the sand; it is the point at which we say enough is enough and begin the journey to deliver a railway fit for the 21st century."

Mr Prescott, July 2000: "This plan represents an investment in the future to create prosperity."

Mr Bowker, today: "The clear message from this plan is that the prospects for Britain's railways have never been better."

Mr Prescott, July 2000: "It (the plan) will also deliver radical improvements for passengers, motorists, business."

Mr Bowker, today: "We must focus on performance and reliability, the key issues that passengers say time and time again are essential to get right."

Mr Prescott, July 2000: "Together we can now go forward with confidence to transform transport in our country over the coming decade."
