Ex-Army medic could be struck off over Iraqi’s death in British custody

A former medical officer faces allegations he was involved in covering up the Army’s abuse of Iraqi detainees.

Dr Derek Keilloh could be struck off over the death in 2003 of hotel receptionist Baha Mousa, 26, the widowed father of two young children.

Mr Mousa was questioned and sustained 93 injuries in an “appalling episode of serious gratuitous violence” by soldiers who wrongly suspected he was an insurgent.

Dr Keilloh, from Aberdeen, is up before a misconduct hearing at the General Medical Council. Now a GP in North Yorkshire, he was the medical officer for the Queen’s Lancashire Regiment in Basra when he was asked to resuscitate Mr Mousa.

He has always insisted he did not notice the extensive injuries on Mr Mousa’s body apart from a small trace of blood under his nose. But Sir William Gage, who led a year-long inquiry into the case, found Dr Keilloh guilty of a “serious failing” by not reporting what he had seen.

It is claimed that Dr Keilloh failed to ensure written records were made of medical examinations of civilian detainees, and that he and other medical staff observed Mr Mousa’s injuries after trying in vain to resuscitate him.

It is further alleged he failed to examine the body adequately, or to notify a superior officer of the circumstances of the death.

It is also claimed he examined two other detainees and should have noticed they had been mistreated, but did not record their injuries or notify a superior officer.

He lied in his witness statement regarding the injuries to all three detainees, it is alleged.

In 2007, one officer was jailed for a year and expelled from the Army after admitting inhumane treatment.

Dr Keilloh is contesting the allegations before the GMC.
