The full back has been rested on several occasions during Tottenham's European campaign this term but has been deemed worthy of a starting berth at Wembley.
Toby Alderweireld has been named on the bench as the Belgium international approaches a return to full fitness, having injured his knee back in October, while Harry Winks has been paried with Victor Wanyama in midfield.
Harry Kane leads the line for the hosts, who have scored just one goal in two fixtures at Wembley this season.
Spurs have already been eliminated from Europe's primary cup competition and need a positive result against Leonid Slutsky's side to seal a place in the Europa League knock-out stages.
